For the protection of the population: emergency call and information points of the City of Oberhausen
We all hope, of course, that we will never find ourselves in an emergency situation. Nevertheless, it is important for each and every one of us to be prepared: to know what to do and where to get help. It is best to keep this handout handy at all times. The city of Oberhausen has set up so-called emergency call and information points (NIP) for crisis situations. Such crises can arise, for example, from a widespread power failure over a longer period of time, floods or other unforeseeable events that severely affect normal life. Emergency calls can be made at the emergency call points if the telephone or mobile network is disrupted. Current and official information on the situation is also available at the NIP locations. In addition, in the event of a prolonged, widespread event, four of the aforementioned emergency call and information points will be expanded to serve as emergency blackout shelters. These blackout shelters are fixed buildings and serve – depending on their location – as emergency, contact and missing person reporting points.

Timeline
Immediately after the blackout occurs:
Activation of the intervention measures by the City of Oberhausen’s hazard prevention department
After 2 hours:
Operational readiness of the emergency call and information points
After 4 hours:
Extended operation of the blackout shelters
End of measures:
Restoration of the regular power supply
Warning the population
Siren signal
Warning – fluctuating tone (1 minute)
All-clear – continuous tone (1 minute)
Alerting emergency services – continuous tone (1 minute, 2x interrupted)
Cell broadcast
In case of acute danger, a warning message is sent directly to your mobile phone via a cell broadcast.
NINA warning app
The German federal government’s NINA warning app provides you with important civil protection warnings for various hazardous situations.
Warning vehicles/announcements
Warning vehicles from the fire brigade, police and aid organisations will be on the road in the city area with loudspeaker announcements to inform and warn the public.
Emergency radio
In the event of a widespread power blackout, emergency information will be broadcast via Radio. It can be received in analogue form via crank, battery, solar-powered or car radios.
EMERGENCY CHECKLIST
- How dependent am I on electricity?
- Safeguarding important documents (birth certificates, identity card/passport, etc.)
- Stock up on drinking water, hygiene items and non-perishable foodstuffs (including baby food, pet food, etc.)
- Procurement of electricity-independent devices (crank radio, torch, solar power bank, etc.)
- Procurement of blankets and sleeping bags
